The research found the following results: 43% of the research community strongly agree on their dependence on smart phone applications for service businesses, 40% of the research community disagree with the success of the company to build its reputation through its smart application, 39% of the research community disagree that the application of the company The researcher recommends the following: The need to pay attention to the quality of service by providing an adequate budget and increase the financial allocations allocated to the departments concerned with the technical aspects of the use of best electronic practices to meet the needs of the public. Interest in research and field studies and utilization of research centers and public relations departments in the establishment of a scientific forum to serve the institutions of society, institutions should increase their interest in activating channels of communication with the public.
And the necessity for the progress of modern societies Because the scientific and objective characteristics that characterize modern societies and distinguish them from traditional societies, Is represented by the extent of its innovative achievements in the theoretical, applied and material scientific and spiritual fields. It should be noted that quality and innovation in modern societies is based on two main pillars, Standard measures for measuring and evaluating innovations to achieve their high quality, And the dissemination of the culture of innovation to spread awareness of the importance and conditions of success, and this is done by the advanced industrial countries, However, despite the great disparity between developed industrial countries and developing countries in areas of quality, creativity and innovation ,, This disparity is evident among developing countries among them as well , The United Arab Emirates was one of the countries that gave creativity and innovation extraordinary importance through the preparation of plans and conducting competitions and provide material and moral incentives , When it comes to television and the production of influential scenes in modern societies , The subject becomes even more important because of the importance of the media in changing the structures of societies, their people and their transformation into rich societies , In addition, television has become a recreational, educational and investment medium in most modern societies , Television drama has become a concern for individual communities, institutions and nations, After the multiplicity of its functions and the number of followers. For these reasons, many media organizations have sought to develop their technical means and techniques and adopt innovation and creativity as a platform for excellence and quality. Innovation and creativity have become the focus of much of the modern world, which has adopted innovation and innovation as its approach to progress. key words: Quality’ Production’Innovation ’ Creativity.
The research problem is summarized in the reasonableness of the opinions that prevailed in the intellectual, political and scientific circles that emphasize the technical inevitability as well as the technical inevitability that confirms the inevitability of entering the information society and then the knowledge society. The industrial countries have developed their capacities and societies early on to accept and deal with these transformations, and developed comprehensive strategies for entering the information and knowledge society, which have allocated enormous budgets. Japan, for example, has developed a strategic plan since 1977 to transform itself into an information society with 65 billion dollars. In spite of that readiness, these countries faced many problems. One would wonder how the case would be with the Arab and developing countries that are still lacking such readiness and did not prepare strategic plans for transformation, which will cause them to face complex problems? Therefore, the idea of this research is based on the following assumptions: - The transition to information and knowledge societies is an imperative. International communities have no choice but to deal with them and accept their effects. - Any country that does not plan to accommodate the variables of change and change the course in favor of them will be subject to dependence, disintegration, or melting in other active and influential societies. - The problems that will be imposed by the processes of transformation to information and knowledge societies will vary from one society to another. Therefore, each society must develop plans and treatments to solve its problems according to its values and civilization and its capabilities. - The key to access the information and knowledge societies is the use of information systems methods related to informatics and education.
The study deals with the relationship between two variables, the first includes the national identity as a value system, and the second variable the new media as one of the innovations that have taken place in modern social life, especially since the new media is one of the most recent changes that characterized modern life in terms of speed, diversity and inclusiveness. New and multiple levels, with positive and negative effects, vary from one society to another depending on degrees of exposure and levels of awareness, and the ability to adapt to the new virtual environment. Which stimulated researchers in universities and research centers to study the social, cultural and behavioral phenomena left behind by the new media in modern societies to the extent that the difference and the controversy extends to attempts to characterize the concept of new media and related terms. Because of the prevalence of many of the labels related to it: alternative media, social media, social networking sites, mass media sites, citizen information, electronic media, electronic communication sites and electronic media channels. It should be noted that the so-called "new media" has become associated with societies of different ages and levels of scientific and cultural work and study seats to travel and tourism trips and returns with them to sleep and rest rooms, to occupy the ideas of everyone and affects them in different directions, individually and regularly with social systems and political structures incubator of their national identity , And the second variable represents the identity which is an old social characteristic that distinguish human societies from each other and describe them as social and intellectual values that reflect their historical .behavior, their cultural achievements The stormy developments in the new electronic media led to what is now known as the "virtual world or the virtual environment", where societies are living between two worlds, the virtual world, which is formed on the Internet, and the real world with its values, relations and traditional methods. Today, major challenges, the most important and the most serious, are how to invest new media to preserve the national identity, which represents the civilizational personality of each community, and those challenges and future results that will result One of the most important reasons for research on this subject.
The research deals with a topic of high importance, which is the impact of foreign television programs on Arab university youth. This importance stems from the prevalence of many harmful behavioral phenomena and practices among university youth, in many Arab universities. From researchers and research institutions to shed light on these phenomena that express the problems faced by Arab youth. The research will also focus on the types, size, and nature of exposure, especially since most of the programmatic channels that Arab youth are exposed to are international and regional channels that are directed, operate according to strategic plans, have precisely set goals and are directed towards specific goals and objectives, large financial budgets are allocated for them, and technologies are allocated for them. Advanced and high level technical expertise. Those who do not realize these risks must answer the following questions: Why do some countries allocate large financial budgets for channels directed outside their societies? ? Why do these channels recruit their best technical and technical expertise? Are these countries charitable societies to provide such services to societies that are not their own, but may be at enmity with them? And every person with insight and insight must realize that there are interests, aspirations, and aspirations of states when they target societies, which they consider to be opponents, or which have strategic interests with them, or which they consider a vital area for their strategic interests, which may be economic, political, or cultural.. It should be noted that most of the international and regional media directed at our Arab societies target youth, due to the importance of this segment for all societies, as it is the largest and strongest segment in every society. Pioneers of builders, leaders, and thinkers come out of it, through whom the destinies of the homelands are decided, and upon them depends the extent of their progress.
The digital communication of a product of communication and information revolution. It is characterized by accurate and comprehensive in its services and its effects, which brought changes in the structure of many communities and their organizational structures. They have significant impacts on the social systems and social relations, especially in the Arab societies, which are the focus of the globalized Western media, for many reasons: economical, political, cultural and social. According to this perception, the Arab identity has become in an encounter with big challenges by the globalized media of trade and the media, which aims to achieve greater profits because of identity and its importance to the communities. This occurs particularly after its emphasis on drama for being one of the kinds of programs that attract considerable size of public and the ability of this type of program to make large and rapid changes in the social and cultural structures of the target communities. The identity is of the most prominent targeted icons, so as it represents the importance of communities’ identity throughout history. This is because the collapse of the identity the societies break down, lose the elements of existence, and ceases to perform its functions at the international level. The Arab identity is defined as a system of value features of the Arab community that distinguishes it from other communities across the different historical stages. In addition, the identity represents the inherited and acquired values, which derived its components from the historical, intellectual, and cultural legacy, in addition to the values derived from religious beliefs, which Arabs inherited in different historical stages, especially from the Islamic religion. Islam represents an integral system of human traits, and which is associated with behavioral and humanitarian practices. All of these represented the bright cultural and moral model, which fits every time and every place Therefore, the intensification of broadcasting such drama and its precise guidance was the most prominent effects that hurt the Arab social structure, especially after the concentration of broadcasters to offer foreign TV programs inflows. These programs do not fit in their contents the values and behaviors of the social environment of the Arabs. The outcome of this exposure of our communities caused various harmful effects. this makes our communities in dire need of protection, particularly after the international media organizations managed to employ TV drama in the digital communication by the force of its impact on the value systems which are related the identity of the communities. This exposed the future of the Arab identity to multiple risks and possibilities, which could lead to the erosion of national peculiarities or melting in the migrant cultures.
The digital and information technology revolution is viewed today as one of the most important and most advanced revolutions witnessed by humanity after the industrial and the media revolutions, which had happened in the turn of the last century. It has led to the transformation of some societies into information societies that are now on their way to be knowledge societies. Moreover, the digital communication revolution has changed the aspects of modern life with all its fields and implications. As a result, Arab societies have been impacted politically, economically and socially. These societies found themselves confronting a number of challenges: 63 - Familiarized with this type of technology - Adapted to its after affects - Prepared and alerted for its consequences The first action to be taken in this regard is to confront the challenges through utilizing technology in the communication and information institutions. As libraries are the cellar places to save the information and organize their ways scientifically and proficiently, researchers have been enabled to retrieve it when needed. Consequently, the library is closely linked to the information. It is so closely linked that information can be likened to the human blood while the libraries are the vessels which carry that blood which nourishes the minds of scholars who are the living cells in modern society. No modern society can live and develop without scholars and researchers who depend on the means of communication and information to manage the vital functions of society. Accordingly, the society progress is dependent on its scholars and information sources. That is because the new realities of modern civilization are only these scholars’ innovations and researchers. Technology has helped solve effectively a number of problems of libraries throughout the last decades. For example, they have utilized the miniaturized card index, which enables the user to review pages of bibliographical entries while sitting in his seat. Hence, technology played an important role in exchanging information and data especially on the net between individuals and companies, which now have websites with the required information. The international network of information has added new implications to the knowledge in the information society by giving excess to scholars to use the most known libraries in the world with ease.
The methods of modern media discourse are no longer spontaneous, improvisational, or emotional, but rather an expression of innovative scientific methods, media messages formulated with codified semantic symbols, and effective professional formulations and templates, subject to serious scientific studies and research, directed towards specific goals. Therefore, we will address this problem briefly, by: reviewing the influential powers of the media, and the scientific methods of influencing the recipient, and then distinguishing between the real functions of the media represented in: covering events objectively, and between making events or flattening them and exaggerating some of them, To achieve goals that may be economic, political, cultural or social. • The influential powers of the media allow those who have the power to direct and employ these means, with great capabilities in implementing their strategic goals. However, the intensity of influence depends on the ability and proficiency in proper scientific planning, to invest information related to events, and employ them in the media strategy that serves the goals of the financier and the mentor. . • It should be noted that confidence in the ability to influence depends on the production of codified scientific contents that address human needs, desires and instincts, or mental ideas, with the aim of obtaining specific responses, on a subject, event, or issue. Therefore, those in charge of the means of communication can Manipulating people's feelings and feelings, and influencing their emotions and minds, by following the following methods: • 1- A method of addressing emotion. • 2- The method of addressing the mind. • 3 - the method of addressing the emotion through the mind. • 4- The method of addressing the mind through emotion
Introduction: The ‘media and development’ is always a controversial and debatable topic among researchers and writers interested in the field. This is due to the fact that such a subject is so broad and overlapping due primarily to manifold world models and different information social and psychological theories. This study seeks to tackle the subject from a functional point of view in order to shed light on the subject, bring to light the achievements accomplished, and the most important results of the experimental models practiced in many parts of the world, and also evaluate these models. The study stresses the point that backwardness is a human phenomenon which is not linked to a specific human race, as some development advocates in the West claim. It is, rather, something that struck various human races throughout history. It becomes a transient and alterable phenomenon when objective conditions and requirements for dealing with it are available. The best solution for confronting backwardness is human development. Teaching and illiteracy eradication must play an important role in this respect as they represent the key for all transformations that could be achieved first, followed by development in the economic, social, political and cultural aspects
Introduction: Last century witnessed a tremendous technological revolution that could change, within a few decades, all aspects of human life. The development was so vast that a great gap was set up between mankind and technology especially in the field of the audio-visual communication media. Human beings, it has become clear, have considerably lagged behind technological developments especially in developing nations. Consequently, qualifying proficient cadres to run modern technology has become a noticeable problem. This has been reflected on the production process and audio-visual methods, which naturally led to bad products including the type of work exercised by satellite TV stations. Such a phenomenon also struck writing and publication spheres where researchers and writers found themselves lingering behind. They, therefore, opted for quantity at the expense of quality. Besides, super industrial companies tended to monopolize scientific data, prevent researchers from using it, let alone permit some data to be published only after decades! As such, the researchers in the audio-visual field began to face new multidimensional missions in order to find a common ground that brings speed, accuracy and comprehensives together.
Introduction: Audio and visual aspects assume a noticeable importance these days. So influential and effective as they are, people have dealt with them in various manners with respect to each society’s cultural and scientific awareness. Some societies, however, could assimilate these features first and then apply them in their development programs and plans. Some other societies work hard to invest all benefits generated by recent technology, trying throughout to keep away from any disadvantages, while others came to recognize this new revolution only lately; it was a real shock for them. These highly valuable achievements did not come out for mere amusement. They, rather, came into being to guide life at large according to the wishes, trends and interests of those who stand behind all these developments. Those ingenious and creative people became proficient in persuading others. They focused on setting up research and studies centers which tend to study the mass media users from different angles with due emphasis on the TV being the most effective means for persuasion especially after the invention of satellite TV stations.
Language means: everything expressed in words and words to denote certain meanings, and languages differ in their symbols and linguistic connotations. Despite the many definitions related to language, they are all expressed in words, sounds, signs, symbols and movements to disclose what is in human thought The Arabic language has great flexibility to enable it to evolve and absorb the renewed needs of modern man, but it is severely weakened, especially in openness and diffusion, when compared to contemporary living languages: English and French ... It should be noted that whatever the views on the weakness of the Arabic language, the existence of the Qur'an and its stability guarantee the continuation and development of the language throughout the ages, and Muslims will continue - wherever they are - to pray in the day of religion, therefore - if there is someone talking about the extinction of some languages and dialects of languages The prevailing today, which number (6,700) languages according to the statistics of UNESCO, the most important thing is that classical Arabic, is not among the candidate for extinction, present or future. Despite the negative roles of the means of communication in the misuse of the Arabic language and the alienation of some of its symbols, systems and rules, it is not possible to ignore the positive roles of mass communication in the development of the Arabic language after being employed in modern mass communication, led to the development of its symbols and semantic meanings. Mass communication means that functional languages have been transformed into vibrant and engaging practices. We hear and see video programs without spoken audio, silent semantic signals without writing and much talk about image culture, symbolic culture and Berea ... etc. This is taken up in our study field.

Information and communication Technology and Arab Media Social Responsibility Needless to say that The developments and changes in the information and communication technology have covered all the human activities. The end result of this is the emergence of huge, productive and advanced industry. This leads to the disappearance of national and nationalistic privacy and the overwhelming control of the media and information outcomes. In turn this causes fragmentation in the social fabric of human societies. It is worth mentioning therefore that the social and technological environments are closely interrelate , People in charge in the field of technology management in Arab and Islamic societies must observe that and accommodate the new changes with the traditions of societies. That is because in the final analysis the technology environment is the outcome of the social one Accordingly, Arab societies should not give priority to technology over social norms and make man a slave for machine. By doing so man can be saved from a lot of harm particularly in the field of human rights. Equally, Arab and Islamic social systems will be saved from fragmentation that is because these societies are still not ready - to deal with modern technology and to counter its effects. - draw up national strategies to embrace modern technology - to depend solely on themselves but depending on industrialized societies who measured their relations with others on economic returns ignoring the human, social and cultural constants
Freedom of expression is one of the basic human rights, which were approved by many countries in their national constitutions and confirmed by the laws of international organizations, which concern human rights and freedom of expression, but the problem today is the limits that these freedoms should frame and regulate in ways that prevent insecurity and limit chaotic excesses, That threatens the security of societies and damages their value systems, especially after the emergence of new media, and the development, expansion, and multiplicity of its channels and users, those who are exposed to its contents, and subject to its effects. The importance of this problem has been exacerbated by the fact that modern international societies of different degrees of their development have become intertwined with highly complex social, economic, political and cultural transformations, especially after these transformations are linked to the technical development of mass communication methods, which had very serious repercussions and effects, which affected the value systems and social relations Our Arab societies have pictures and shapes that call for stopping by them to study their future effects, Which motivated decision makers and researchers to keep abreast of these changes and research their harmful repercussions and try to influence their causes and direct their results in a way that reduces these harmful effects. This study aims to identify new media and its uses by Arab youth, as well as discuss freedom of expression and the limits of this freedom on sites Electronic communication in the new media, stopping when the wrong uses and transgressions occur in the communication sites, as well as defining the legal, social and moral responsibilities resulting from the misuse of the new media.
The research answers the following question: Do the Arab and their countries invest the roles of media and information? It is obvious that, in modern societies, the modern world is now divided into levels in the field of progress, ability, influence and prestige at the international level. The difference between the developed nations that have power and influence, and the nations that are on the margin place in this world. Is the ability and proficiency in the investment of vital resources, which are made available by modern technological progress? The most notable of these are media and information. It should be noted in this regard that media and information represent an advanced industry that invest billions of dollars. They are governed and controlled by large institutions that invest them in all directions. Mass media and information have conflicting roles i.e. they in the have very important constructing functions when invested in development, and social, economic and cultural progress... etc Also, these means have destructive functions subversive when they employ misleading campaigns, psychological warfare, and cultural and intellectual invasion. The most important thing that draws attention is that the nations with power and international influence have been able to invest the constructing functions for media and information to build and reform their societies. They invested the destructive functions to overcome their enemy and those who oppose their interests during wars, crises and conflicts. Therefore, exploring the potential risks on the international level and anticipating them, will lead to comprehend the consequences that are resulted. At the level of playing the roles of local investment in a good way, there are many Arab experiences that achieved successes in the field of literacy, development of education, awareness, and innovation in the areas of agriculture, industry, social and health care, those experiences did not rise to the level of ambitions and aspirations, for several reasons: - Arab development experiences stopped at the borders of certain time, space and topics. - Many of the Arab experiences are not serious and do not have an ongoing support. - Arab media does not have clear prints in many of the experiences of Arab development. - Many of the Arab developmental experiences of lack advanced technical data at a high level of accuracy and objectivity. - Separation of media plans from comprehensive development plans. - Many of the Arab experiences lack the decision and ability of creativity and excellence.
There has been community development debate and discussion on a large scale about the priority of the social, economic and political dimensions for development, but most researchers, particularly social scientists, tend to show the importance and priority of the social dimension due to human's relationship and development. It is considered to be the center of the development process and a tool to achieve its ultimate goal. Therefore, we find the advocates of social development focusing on the importance of building human development as a condition of development. On this basis, the United Nations has criticized, in many, some development policies, which focused on the physical aspects and neglected the humanitarian aspects of development plans, particularly those countries that have considered the workforce development programs as mere production tools, and not the means of production process. The social development aims to develop health, education, housing, and solve situations of poverty and social corruption. It also aims to raise standards of life in the countryside and the establishment of modern cities; and change the social structure while maintaining the original values and the foundations of civilization of other communities. It also aims to develop human creativity and different skills, and success in the investment of energy and resources available in the community so as to ensure the achievement of goals. This represents the essence of social development. However, instead of becoming a solution to the problems facing the Arab societies, this development has become a problem that needs to be solved, because the Arab countries do not have privation that qualifies them to form a distinguished model which is able to face the challenges and competition in the global market, despite the fact that most Arab countries have and financial abundance that makes it a vital part of an active and influential role in the global economy. The reasons for this phenomenon refer to internal and external reasons. The research deals with three sections that discuss the following: The first section: the importance of the social dimension of development and investment in Arab countries. The second section: the importance of the social dimension of development and investment in Libya and the role of the private sector. The third section: the most important challenges of development and investment in the public and private sectors. Some solutions to the problems threatening the development and investment in the Arab countries are proposed.
